We need Fuel...( Hotels and Tourism)

  ( कोरोना संक्रमण एक बार फिर से तेज़ी से फैल रहा है और इसके साथ ही हमारे माथे पर भी बल पड़ गए हैं कि इस नए वित्तीय वर्ष (financial year) में भी कहीं पिछले साल के जैसा अंधेरा न छाए। होटल और पर्यटन अभी भी मुश्किल में हैं, और कह रहे हैं,,, हमें ईंधन चाहिए।।)

    रास्ते में आगे बढ़ना है तो गाड़ी भी चाहिए और उसे दौड़ाने के लिए ईंधन भी। बिना ईंधन के गाड़ी बेकार है और अगर काफी समय तक उस गाड़ी में ईंधन न डाला जाए तो एक समय के बाद गाड़ी भी जंग खाकर खराब हो जायेगी। तब  हम किसी रेस में तो क्या अपनी चाल में भी चल नहीं पाएंगें। ऐसा ही कुछ हाल देश की अर्थव्यवस्था का भी हो रखा है। कई तरह के उद्योग तो तैयार हैं लेकिन उनको सुचारू रूप से चलाने के लिए (अतिथि)पैसा रूपी ईंधन अभी पूरी तरह से उपलब्ध नहीं है। लाखों करोड़ों रुपयों से बने छोटे बड़े होटल और रेस्टोरेंट का रख रखाव और संरक्षण कोई आसान बात नहीं है, इसीलिए इनका चलना बहुत जरूरी है नहीं तो इन्हें भी एक प्रकार से जंग लग जाएगा।

   देश की अर्थव्यवस्था में 'सर्विस इंडस्ट्री' का अहम योगदान है। देश के लाखों करोड़ों लोग इसी व्यवसाय के कारण अपनी रोजी रोटी चला रहे हैं और होटल व पर्यटन उद्योग भी इसी (सेवा उद्योग) सर्विस इंडस्ट्री का एक भाग है। कोविड के कारण सबसे अधिक प्रभावित होने वाला उद्योग यही होटल, ट्रैवल एंड टूरिज्म ही है। पिछले एक साल में इस होटल और पर्यटन ने कई हजार करोड़ रुपयों का नुकसान झेला है और अनुमान तो ये लगाया जा रहा है कि सिर्फ लॉकडाउन के चलते ही 800 करोड़ रुपए का नुकसान अकेले पर्यटन उद्योग को ही हुआ है। 

    इन आंकड़ों में नुकसान सिर्फ पैसों का ही नहीं है बल्कि रोजगार का भी है। देश में काम करने वालों में से लगभग 12.75 फीसदी लोग तो होटल और पर्यटन क्षेत्र में ही काम करते हैं। सभी को पता है कि पिछले साल बहुत से लोगों को अपनी नौकरी से हाथ धोना पड़ा उन्हीं में से बहुत बड़ा तबका इस क्षेत्र से संबंधित भी था। कितने ही लोग इसी दौरान बेरोजगार भी हुए, कितने ही लोगों का वेतन काटा गया और अभी भी कुछ जगह में कुुछ फीसदी कटौती के साथ वेतन दिया जा रहा है 

    वेतन कटने का कारण भले ही सिर्फ कोरोना से अर्थव्यवस्था का चरमराना था लेकिन यह भी तो एक बड़ी बात है कि होटल से जुड़े लोगों ने अपनी हिम्मत और उम्मीद के साथ एक अच्छी 'टीम' का परिचय भी दिया। बेरोजगारी और वेतन कटौती से अलग यह बात भी थी कि हालातों के कारण कई लोगों ने स्वरोजगार की राह भी अपना ली। खैर! यह बात तो माननी ही पड़ेगी कि होटल क्षेत्र से जुड़ा व्यक्ति कभी खाली नहीं बैठ सकता। मानना तो पड़ेगा ही कि जीवन की मूलभूत आवश्यकता ही खाना पीना है तो इस व्यवसाय से जुड़े लोग खाली कैसे बैठ सकते हैं!!

     बड़ी मुश्किल से अब जाकर धीरे-धीरे होटल और पर्यटन उद्योग ने अपनी कुछ रफ्तार पकड़नी शुरू की है। हालांकि इस रफ्तार के साथ होटल और पर्यटन उद्योग के पिछले नुकसान की भरपाई तो आगे के तीन सालों तक भी नहीं हो पाएगी लेकिन उम्मीद तो है कि अब सुधार होता रहेगा अब तो कई नए होटल और रेस्टोरेंट नए नए  'कॉन्सेप्ट या थीम ' के साथ खुल रहे हैं, बहुत से लोग जो घर खाली बैठे थे अब उन्हें देश विदेश में नए नए अवसर मिल रहे हैं। 

     हमारे देश में 60 से 65 फीसदी विदेशी पर्यटक तो अक्टूबर से मार्च तक में ही आते थे और इन्हीं विदेशी पर्यटकों से भारत को अच्छी खासी आय भी प्राप्त होती थी लेकिन कोरोना के कारण ऐसा नहीं हो पाया। देश में तो अधिकतर होटल ही व्यापार से संबंधित पर्यटकों (बिजनेस ट्रैवलर) से भरे होते थे लेकिन लॉकडाउन से अब अधिकतर काम तो इलेक्ट्रॉनिक और तकनीकी सुविधाओं के कारण (जूम, गूगल मीट, टीम्स आदि) एक जगह पर ही केंद्रित हो रहे हैं, इसमें भी उम्मीद है कि शायद कुछ सुधार हो रहा है। कंवेंशंस एवं इवेंट्स सेंटर से भी अब सकारात्मक कारोबार तो आरंभ हो ही गया है।

   उत्तराखंड में तो वैसे भी आय का प्रमुख स्रोत पर्यटन ही है। यहां तीर्थ पर्यटन है, साहसिक पर्यटन है, सांस्कृतिक पर्यटन है और मेडिसिनल पर्यटन भी है और इन्हीं के साथ कितने ही होटल, रेस्टोरेंट, विरासत स्थल, थीम पार्क, ट्रेनिंग सेंटर, होटल संबंधित व्यवसायिक कॉलेज, टूर ऑपरेटर और ट्रैवल एजेंट भी जुड़े हुए हैं। कितने ही लोग इन व्यवसाय के कारण अपना रोजगार भी चला रहे हैं और अब जब धीरे धीरे होटल और पर्यटन आगे बढ़ रहा है तो उत्तराखंड में इतने बड़े और नामी होटल में इस प्रकार से कोरोना संक्रमितों का मिलना बहुत ही चिंता का विषय है। होटल के 83 कर्मचारियों को कोरोना की पुष्टि हो चुकी है और सुरक्षा की दृष्टि से14 दिनों के लिए होटल बंद भी कर दिया गया है। क्या ऐसा होना, दुर्भाग्यपूर्ण नहीं है?? कितने ही आर्थिक संघर्षों के बाद होटल और रिजॉर्ट फिर से खड़े हुए थे, कितने विश्वास के साथ सैलानी और पर्यटक उत्तराखंड में भी आ रहे थे लेकिन  ताज,ऋषिकेश जैसे पांच सितारा होटल में संक्रमण की खबर पूरे देश में कोरोना बीमारी की तरह ऐसे फैली कि अब कई पर्यटक एक बार फिर से अपनी यात्राओं को लगाम लगाने की सोच रहे हैं।

   उत्तराखंड में सरकार का तो पता नहीं लेकिन होटल और टूरिज्म से जुड़े बुद्धिजीवियों का यही तो मानना था कि अगर कॉरपोरेट या बिजनेस टूरिज्म अभी नहीं लाया जा सकता तो तीर्थ, साहसिक और पारिवारिक मनोरंजन के लिए आरामदायक पर्यटन को बढ़ावा दिया जाना चाहिए और इसी के चलते उत्तराखंड के हिल स्टेशन के होटल और रिजॉर्ट में लोगों का आगमन आरंभ भी हो गया था। यहां तक कि नवंबर और दिसंबर माह के सप्ताहांत में होटल रिजॉर्ट पूरे बुक थे। कोरोना के चलते होटल और रेस्टोरेंट ने पूरी सावधानी बरतने का आश्वासन दिया और होटल की स्वच्छता और सुरक्षा के मानक भी कई गुना बढ़ा दिए। कितने ही पॉलिसी और नियम कानून भी बनाए गए हैं, इसी संक्रमण की रोकथाम के लिए।

          कोरोना के रहते इस समय लोगों को क्या चाहिए?? यही कि सुरक्षा और स्वच्छता के साथ सुकून और आरामदायक ठहराव!! और इसी तालमेल के साथ टूरिस्ट और होटल दोनों  अपने अपने तरीके से लाभ प्राप्त कर रहे हैं। अभी भी होटल और पर्यटन विभाग मिलकर अपनी अर्थव्यवस्था को दृढ़ करने के लिए नई चुनौतियों का सामना कर रहे हैं। होटल चाहे पांच सितारा हो या डिलक्स या कोई फाइन डाइनिंग रेस्टोरेंट हो कोई अन्य भी  सभी ने अपने अपने हिसाब से अपने सुरक्षा और स्वच्छता के मानक तैयार किए हुए हैं। 

      इस उद्योग ने अपने ही बलबूते पर एक बार फिर से अपनी गाड़ी को चलाना आरंभ कर दिया है, अपना ईंधन स्वयं ही तैयार कर लिया है वो भी किसी अन्य स्रोत की सहायता के बिना। सरकार या अन्य किसी से अगर किसी टैक्स या बिल में किसी विशेष प्रकार की कोई छूट मिली हो तो इसका मुझे अधिक ज्ञान नहीं है, लेकिन एक होटल मैनेजमेंट कॉलेज चलाते हुए एक अनुभव तो हुआ ही है कि इस समय में होटल और रेस्टोरेंट ने एक परिवार की भांति, एक टीम की तरह अपने अपने तरीके से हर हालातों में काम करना आरंभ कर दिया है। होटल, रेस्टोरेंट या टूरिज्म से जुड़े छोटे से छोटे कर्मचारी से लेकर बड़े अधिकारी तक, हर किसी के सहयोग से ही यह उद्योग ने फिर से अपने पैर जमा लिए है और आगे बढ़ रहा है।

     जब अकेले रेस्टोरेंट से ही लगभग 70लाख जुड़े हुए थे तो होटल और अन्य टूरिज्म को मिलाकर तो कितने ही करोड़ लोग अपना धंधा पानी इसी उद्योग के जरिए चला रहे होंगे। देखा जाए तो ये तो वे लोग हैं जो सीधे तौर पर इस होटल और पर्यटन उद्योग से जुड़े हैं, ऐसे भी कई लोग तो वे हैं जो अप्रत्यक्ष रूप से एक श्रृंखला के माध्यम से जुड़े हुए हैं, जैसे कितने ही विक्रेता (वेंडर) और थर्ड पार्टी सर्विस वाले और कितने ही ऐसे अन्य लोग भी। अब जब इतने सारे लोग आपस में जुड़े हुए हैं तो अब इनकी मेहनत और विश्वास पर पानी नहीं फिरना चाहिए। हम सभी को बहुत ही सावधानी के साथ इस संक्रमण और अपनी अर्थव्यवस्था से लड़ना चाहिए।

  कोरोना का संक्रमण किसी को भी हो सकता है और कहीं भी हो सकता है। यह सोचना की होटल और रेस्टोरेंट से ही कोरोना फैल रहा है, यह एक गलत धारणा है। यह अवश्य है कि संक्रमण फिर से बढ़ भी रहा है और साथ ही साथ हमारा कारोबार भी लेकिन कोरोना के संक्रमण को ब्रेक लगाना तो जरूरी है लेकिन चलती हुई होटल और रेस्टोरेंट की गाड़ी को ब्रेक लगाना ठीक नहीं है। गाड़ी सही तरीके से चलती रहे इसकी जिम्मेदारी हर किसी की है, चाहे कोई पर्यटक हो या होटल, रेस्टोरेंट का कोई भी कर्मचारी। मैं तो कहूंगी कि होटल और पर्यटन उद्योग के लिए ही नहीं अपितु हर एक क्षेत्र को सुचारू रूप से चलने के लिए हर एक नागरिक की नैतिक जिम्मेदारी है कि अगर किसी भी तरीके का संक्रमण हो तो एहतियात के तौर पर अपना ध्यान दे और सामाजिक दूरी बनाए रखे जिससे कि दूसरों के लिए एक सुरक्षित माहौल मिल सके और अन्य लोगों पर भी संक्रमण का खतरा कम हो जिससे कि पहले जैसा आर्थिक संकट और बेरोजगारी फिर से न हो क्योंकि...

If you want to move forward on the way, you need a car and fuel to run it. Without fuel, the vehicle is useless and if the fuel is not put in that car for a long time, then after a while the car will also get rusty and spoiled. Then we will not be able to walk even in our own race. Something similar has also happened to the country's economy. Many types of industries are ready, but the fuel (money) is not fully available to run them smoothly. Maintenance and preservation of small or large hotels and restaurants made from millions, crores is not an easy thing, so it is very important to keep them running, otherwise, they will also get rust (close) in a way.

   The 'service industry' has an important contribution to the country's economy. Millions of people of the country are running their livelihood due to this business,  hotel and tourism industry is also a part of this (service industry) service industry. Undeniably, the industry most affected by 'Covid' is hotel and tourism. In the last year, this hotel and tourism have suffered a loss of several thousand crores and it is being estimated that the loss of Rs 800 crores has been done to the tourism industry alone due to the lockdown. Really, Covid 19 give a hardest kick to hotel.

    The loss in these figures is not only for money but also for employment. About 12.75 percent of the people working in the country work in the hotel and tourism sector only. Everyone knows that many people had to lose their jobs in the last year, out of which a large section of them also belonged to this field. How many people have been unemployed during this period, how many people have been deducted their salary and still some Hotels are being given reduced salary, though the reason for the pay cut was only the collapse of the economy from Corona, but it is also a great thing that the people associated with the hotel, with their courage and hope, introduced themselves as a good 'team'. Apart from unemployment and salary cuts, it was also due to the situation that many people also took the path of self-employment. Well! One has to accept that a person connected to the hotel industry can never sit unemployed. You will have to agree that the basic requirement of life is food and water, then how can people associated with this business be unemployed !!

With great difficulty, gradually the hotel and tourism industry has started to catch some pace. Although at this pace, the hotel and tourism industry will not be able to compensate for the past three years, but it is expected that there will be improved now that many new hotels and restaurants will open up with a new 'concept or theme'. There have been many people who were sitting vacant at home, now they are getting new opportunities in the country and abroad.

     In our country, 60 to 65 percent of foreign tourists used to come only from October to March, and India used to get a lot of income from these foreign tourists but due to Corona, this could not happen. Most of the hotels in the country were filled with business-related tourists (business travelers), but now most of the work due to lockdown is being concentrated in one place due to electronic and technical facilities (zoom, Google Meet, Teams, etc.). Hopefully, maybe something is improving. The positive business has also started from the Conventions and Events Center.

   In Uttarakhand, tourism is the main source of income anyway. There is pilgrimage tourism, adventure tourism, cultural tourism, and medicinal tourism and along with it many hotels, restaurants, heritage sites, theme parks, training centers, hotel-related business colleges, tour operators and travel agents are also associated with it. . How many people are running their jobs due to these business and now when hotel and tourism are moving slowly, then getting such Corona infected in such a big and famous hotel in Uttarakhand is a matter of great concern. Corona has been confirmed to 83 employees of the hotel and the hotel has also been closed for 14 days for security reasons. Isn't it unfortunate? After several economic struggles, hotels and resorts were re-erected, with confidence that tourists were coming to Uttarakhand too, but the news of infection in five-star hotels like Taj, Rishikesh spread like Corona disease all over the country. Now many tourists are thinking of putting their trips back once again.

  Don't know about the government personnel of Uttarakhand, but the hotel and tourism-related intellectuals believed that if corporate or business tourism could not be brought in now, then comfortable tourism for pilgrimage, adventure, and family entertainment should be promoted and due to this the arrival of people in the hotel and resort of the hill station of Uttarakhand had also started. Even some hotels and resorts were fully booked on the weekends of November and December. Due to Corona, hotels and restaurants assured to take full care and also raised the standards of hygiene and safety of the hotel by leaps and bounds. Numerous policies and rules have also been enacted for the prevention of any infection.

          What do people want during their stay in a hotel during this pandemic ?? That relaxed and comfortable stay with safety and hygiene !! And with this synergy, both tourists and hotels are mutually taking the benefits in their own way! The hotel and tourism departments are still facing new challenges to strengthen their economy. Whether it is a five-star hotel or a deluxe or a fine dining restaurant, all others have set their own standards of safety and hygiene on their own.

      The industry has once again started driving its own car on its own, producing its own fuel without the help of any other source. If there is any special exemption in any tax or bill from the government or anyone else, then I do not have much knowledge of it, but I have had an experience while running a hotel management college that in this time the hotel and restaurant have given an example of a family, has started working in every situation in its own way like a team. With the support of everyone, from the smallest staff to the top executives associated with hotels, restaurants, or tourism, the industry has regained its path and is moving forward.

When about 70 lakhs were connected to the restaurant alone, how many crores of people would be running their business through this industry, including hotels and other tourism. If seen, these are the people who are directly connected with this hotel and tourism industry, there are many other people too who are indirectly connected through a chain, such as how many vendors and third  Party people and so many others. Now that so many people are connected among themselves, now their hard work and faith should not be spoiled. We all have to fight this transition and our economy with great care.

   Corona infection can happen to anyone and can happen anywhere. To think that the corona is spreading from hotels and restaurants is a misconception. It is a must that the transition is growing again as well as our business but it is necessary to break the transition of Corona but it is not right to break the moving hotel and restaurant's economic car. It is the responsibility of everyone, whether a tourist or hotel or restaurant worker, to keep the vehicle running properly. I would say that it is the moral responsibility of every citizen not only for the hotel and tourism industry but for every area to run smoothly, if there is any kind of infection, then pay attention and maintain social distance as a precaution. So that can provide a safe place for others and also reduce the risk of infection on others and the economic crisis and unemployment do not happen again. We need fuel.
