किसान को कौन नहीं जानता। हमारे देश की लगभग 70 प्रतिशत जनता तो किसान ही है। हर किसी को पता है कि जो खेत में हमारे लिए रबी और खरीफ़ की फसल के बीच में ही झूलता रहता है, दिन रात मेहनत करता है और बन्ज़र धरती को भी हरा बनाता है, वही किसान है। लेकिन आज के समय में एक आदमी जो खेत से उठकर आज सड़क पर तो कल किसी मैदान में जमा हुआ है क्या वो किसान है? दो महीनों से जो अपने खेत खलिहान को छोड़कर अपने हक और आंदोलन को लेकर कभी पैदल तो कभी ट्रैक्टर ट्राली में बैठकर शहरों की सीमाओं में पहुँच चुका है, क्या वो किसान है? या फिर जो अपने खेत में बोआई और रोपाई को छोड़कर दो महीनों का राशन पानी का इंतज़ाम करते हुए किसी कारवां में शामिल हो चला है, वो किसान है। समयानुसार अब किसान को पहचानना बहुत ही मुश्किल हो चला है क्योंकि अब बहुत कुछ बदल रहा है। वो कह रहे हैं कि मेरा देश बदल रहा है।
सितंबर माह में कृषि संबंधित तीन बिल सदन में पास हुए। लेकिन इस बिल का विरोध सड़क पर लगातार हो रहा है। कभी रोड़ जाम तो कभी रेल पटरी पर जाम तो कभी भारत बंद जैसा काम। क्या है ये सब? क्यों हो रहा है ये विरोध? अपने देश का किसान गेँहू जैसे आवश्यक फसल की तैयारी को छोड़कर पंचायत करने में व्यस्त हो चला है!
कुछेक को छोड़कर क्या इस ओर अन्य लोगों ने भी कभी सोचा है? आज किसान अपने ही उपर बनाय संशोधित कृषि कानून का विरोध कर रहे हैं इसी कारण से अपनी धरती से दूर पक्की सड़क पर उतर गए है।
कितने ही ऐसे लोग हैं जिन्हे किसानों के इस झमेले से कोई मतलब नहीं है। विरोध का कारण जानने में कोई रुचि नहीं हैं या यूं कहे कि उन्हें किसान, कृषि, बिल किसी से कुछ भी मतलब नहीं है। अब आप सोच सकते हैं और अंदाजा भी लगा सकते हैं, देश के किसान की हालत और उसके स्थान का, जहाँ शायद वो आम लोगों की नज़र में किसी प्रकार की गिनती में नहीं है। आम जनता को अब चाहे अनाज सस्ता मिले तो बहुत अच्छा और महंगा मिले तो भी मजबूरी है कि खरीदना तो पड़ेगा ही। इससे अधिक रोचक तो बजट लगता है जिसमें टी वी, कार, मोबाइल का सस्ता या महंगा होने का पता चलता है।
चलो, फिर भी मान ही लेते हैं कि जनता का अनाज से और अनाज का किसान से नाता है तो पता होना ही चाहिए कि किसान और सरकार में हंगामा क्यों हो रहा है । सबसे पहले तो जाने कि संशोधित नये कृषि और किसान बिल को लेकर ही किसानो के बीच हो हल्ला मचा हुआ है। हमें जो सुनाई या दिखाई दे रहा है उनमें बस तीन ऐसे विधेयक हैं जिनका विरोध मुख्यतः देश के पंजाब और हरियाणा के किसान कर रहें हैं। ये तीन बिल हैं,,,
1) किसान उत्पादन व्यापार और वाणिज्य (संवर्धन और सुविधा) विधेयक / Farmers’ Produce Trade and Commerce (Promotion and Facilitation) Bill : सरल शब्दों में इसका मतलब है, किसान जहाँ मुनाफा देखें, वहाँ अपना उत्पाद बेचें, वो भी APMC (Agricultural Produce Market Committee) यानी तय मंडियों से बाहर भी, बिना सेस और शुल्क के।
2) किसान (सशक्तिकरण और संरक्षण) विधेयक मूल्य आश्वासन / Farmers (Empowerment and Protection) Agreement on Price Assurance:व्यापारी या फर्म के साथ अनुबंध करके अपने उत्पाद का दाम पहले से ही तय कर कर लेगा (कांट्रैक्ट फार्मिंग) वो भी बिना जमीन को बेचकर व गिरवी रख कर
3) सेवा विधेयक और आवश्यक वस्तुएं (संशोधन) विधेयक / Services Bill and Essential Commodities (Amendment) Bill: अनाज, दालें, आलू, प्याज, खाद्य तिलहन और खाद्य तेल, जैसे कृषि उत्पादों पर से सरकारी भंडारण नियंत्रण खत्म, अब जितना चाहें उतना भंडारण व्यवसायी द्वारा किया जा सकता है।
वैसे तो मोटे मोटे तौर पर ये तीनो विधेयक किसान हित में ही लगते हैं, जैसे किसान स्वतंत्र होकर अपनी उपज बेच सकते हैं, उनके ऊपर कोई APMC शुल्क नहीं होगा, बाजार की अनिश्चतिता से बच जायेगा, किसानों की भूमि के साथ कोई छेड़छाड़ नहीं होगा, किसान बड़े व्यापारियों और निर्यातकों के साथ जुड़ सकेंगें, आड़तिया (बिचौलिया) वाला किरदार लगभग समाप्त हो जायेगा। किसान तो वैसे भी हमेशा से ही अपनी फसल की शंकाओं से भरा रहता है, तो इस बिल से भी कुछ आशंकाएं तो किसान को पैदा होंगी ही। जैसे, यदि MSP (Minimum support price, किसानों को नुकसान से बचाने के लिए सरकार उनकी फसल को एक तय मूल्य से खरीद लेती है जो पूरे देश में एक msp होती है) खत्म हो जायेगी तो किसान की उपज का एक निश्चित मूल्य का क्या होगा जो कि किसानों की उपज के नुकसान की भरपाई में सहयोग करती थी। अनुबंधित खेती में भले ही किसान नई तकनीक से अवगत हों, लेकिन एक डर यह भी है कि प्राइवेट कंपनियां या बिजनेसमेन मनमाने दामों पर उनके उत्पाद खरीद लेगी क्योंकि किसानों के पास भंडारण की उचित व्यवस्था नहीं है और उनका शोषण हो सकता है। कुछ छोटे किसान जो अपना मुठ्ठी भर अनाज अपने ही इलाके के आढ़ती को बेचते थे, उनका क्या होगा? उनके मन में भी भय है कि बड़े बड़े व्यापारी और कंपनियों के साथ मनमाने ढंग से उपज देनी होगी।
सीधी बात तो ये है कि किसान सरकार के भरोसे ही रहना चाहती है, जहाँ पर वो अपने को सुरक्षित भी समझती है, हालांकि देश में किसानों की स्थिति को तो आप सभी जानते भी हैं। इतने वर्षों से जब किसान सरकार के भरोसे थे तब भी ऐसी कोई जादू की छड़ी नहीं घूमी जिससे एक साधारण किसान एक मजबूत आर्थिकी के साथ आगे बढ़े तो अब जब किसानी सीधे सीधे निजी हाथों में जा रहा है तो किसान का मन तो आशंकाओं से घिरा होगा ही!! आलू प्याज जब आवश्यक सूची से बाहर हो गया है तो थोड़ी आशंका तो हम जैसे आम लोगों को भी होगी, क्योंकि किसान की पैदावार की खपत तो हम ही करते है। अब उसके दाम का नियंत्रण का क्या होगा? क्या हमें मनमाने दाम देकर अपना राशन लेना पड़ेगा! जैसा हाल कोविड के समय में मास्क और सैनिटाइजर का हुआ था, वैसा ही हाल अब अनाज, दालें, आलू, प्याज, खाद्य तिलहन और खाद्य तेल के दामों का होगा?? उस समय भी मास्क और सैनिटाइजर पर कोई रोकटोक नहीं थी और ना ही कोई मोल भाव पर नियंत्रण था, कीमतें बहुत अधिक थी, तब जाकर सरकार ने इसकी भंडारण सीमा और मूल्य निश्चित किया। इसलिए एक आम जनता का भी थोड़ा ध्यान तो किसान बिल पर बनता है।
अब जिस किसान के बारे में कहा जा रहा है कि वे अपना घर और किसानी छोड़कर आंदोलन पर या धरने पर बैठ गए हैं, वो पंजाब और हरियाणा का है, क्योंकि देश में सबसे अधिक कृषि अनाज उत्पादन यहीं होता है। किंतु अगर देखा जाए तो गेँहू के उत्पादन में उत्तर प्रदेश पहले पायदान पर आता है लेकिन उत्तर प्रदेश में इस प्रकार का विरोध किसानों द्वारा नहीं देखा गया। अब इसे सियासी मसला कहे या फिर इसे किसानों की समझदारी, इसका जवाब तो उत्तर प्रदेश के किसान ही दे सकते हैं। लेकिन जो आँकड़े बताते हैं वो यही है कि देश में लगभग 6000 APMC यानी मंडियों में से 33 फीसदी तो पंजाब में ही है।पंजाब का लगभग 90 प्रतिशत अनाज तो सरकार MSP पर खरीद लेती है बाकी 10 प्रतिशत किसान खुले बाजार में बेचता है। इसके उलट सरकार पूरे देश की APMC से जो अनाज MSP पर लेती है वो सिर्फ 10 प्रतिशत ही होता है बाकी 90 प्रतिशत तो किसानों खुले बाजार में ही बेच देता है। पंजाब के किसानों को गेहूं और चावल का मूल्य अन्य राज्यों से ज्यादा मिलता है। इसी कारण से पंजाब के किसान को सीधा प्रभाव भी पड़ेगा और बिना MSP और APMC के अस्तित्व के पंजाब का किसान अपने को सुरक्षित भी नहीं समझ रहा है।
सरकार का हर क्षेत्र में निजीकरण क्या आम जनता को राहत देगा?? क्या रसूखदार व्यापारी अपने मुनाफे से अधिक किसानों के हित में भी सोचेंगें?? क्या सही मायनों में नवीन कृषि बिल से तकनीकी और रोजगार के अवसर मिलेंगें जिससे की औसतन 30 हजार कमीशन एजेंट, 3 लाख मंडी मजदूर और लगभग 30 लाख खेत मजदूर को भी रोजगार मिलेगा??

ऐसी स्थिति नहीं होनी चाहिए। अब चाहे किसान को कोई गुमराह कर रहा है या सरकार कृषि बिल समझा नहीं पा रही या सरकार किसान की स्थिति ही समझ नहीं पा रही, जो भी हो लेकिन कुछ बात तो होनी ही चाहिए।
हालांकि अब किसान और सरकार के बीच कई बार वार्ता तो चल चुकी है लेकिन इसका हल निकलने का नाम नहीं ले रहा है। लगता है कि दोनों पक्षों ने अपना मन और इरादा पक्का कर रखा है कि हम पीछे नहीं हटेंगें। वैसे तो अब सरकार MSP पर भी लिखित में आश्वासन दे चुकी है। लेकिन फिर भी कृषि बिल का विरोध जारी है और हम जैसे आम लोगों के लिए सरकार और किसानों का ये रुख बहुत भारी है। क्योंकि प्रत्यक्ष और परोक्ष रूप से ये आंदोलन आम जनता को परेशान कर ही रहा है जैसे कभी रोड़ तो कभी ट्रेन, कभी बाजार तो कभी भारत बंद जैसी स्थिति। इसीलिए एक आम नागरिक यही चाहता है कि उसका राशन पानी और काम ढंग से चले। जिस किसान के कारण जनता को अनाज मिल पाता है, उस किसान के लिए हर संभव तरीके से समाधान ढूंढे। इस बिल का भविष्य में क्या प्रतिकूल प्रभाव पड़ेगा उस पर भी ध्यान दें। भारत जैसे लोकतांत्रिक देश में जन सहमति से और संवैधानिक तरीके से इस किसान बिल 2020 का हल निकाले।

protest happening? The farmer of his country is busy preparing for panchayat,
leaving preparations for essential crops like wheat.
Barring
a few, have others ever thought of this? Today, the farmers are opposing the
amended agricultural law made on their own, that is why they have taken the
road away from their land.
There are so many people who do not
have any meaning with this mess of farmers. There is no interest in finding out
the reason for the protest or saying that they do not mean anything to anyone
from farmers, agriculture, bills. Now you can think and also guess, the
condition and location of the farmer of the country, where he is probably not
in any way in the eyes of the common people. Now even if the general public
gets cheap, very good, and expensive, then there is a compulsion to buy it. More
interesting is the budget, in which TV, car, mobile is known to be cheap or
expensive.
Come on, we still agree that if the people
have a relation with the grain and the farmer with the grain, then one must know
why there is a ruckus between the farmer and the government. First of all, it
is known that there is a stir among the farmers about the revised new
agriculture and farmers bill. What we hear or see are just three such bills,
which are mainly opposed by the farmers of Punjab and Haryana in the country.
These three bills are

it means, where farmers see profits, sell their produce, that too APMC

cess and fees.

Farmers (Empowerment and Protection) Bill Price Assurance / Empowerment and
Protection Agreement on Price Assurance: By contracting with the trader or the firm, they will decide the price of their produce in advance (contract farming)
without even taking the land By selling and pledging
3)
Service Bill and Essential Commodities (Amendment) Bill / Services Bill and
Essential Commodities (Amendment) Bill: Abolish government storage control on
agricultural products like cereals, pulses, potatoes, onions, edible oilseeds
and edible oils, now as much as you want Storage can be done by the
practitioner.
By the way, these three bills seem broadly
in the interest of farmers, as farmers can sell their produce freely, there
will be no APMC duty on them, will be saved from the uncertainty of the market,
there will be no tampering of the farmers' land. , The farmers will be able to
connect with the big traders and exporters, the character of Aadatiya
(middleman) will almost disappear. Even if the farmer is always full of doubts
about his crop, then even this bill will raise some fears. For example, if the
MSP (Minimum support price, to protect farmers from loss, the government buys

happen to a fixed value of the yield of the farmer Which helped to compensate

The simple thing is that the farmer wants to
remain dependent on the government, where she also considers herself safe,
although you all know the situation of the farmers in the country. For so many
years, when the farmers were in the trust of the government, even then no such
magic wand turned around so that an ordinary farmer could move forward with a
strong economy, now when the farmer is going directly into private hands, the
mind of the farmer will be surrounded with apprehensions. Hi !! When potato
onion is out of the required list, then there will be some apprehension for
common people like us, because we only consume the produce of the farmer. What
will happen to his price control now? Do we have to take our rations at an
arbitrary price? As was the case with masks and sanitizers during the time of

Now
the farmer who is being told that he has left his home and harvest and has sat
on the agitation or on dharna is from Punjab and Haryana because this is the
highest agricultural grain production in the country. But if seen, Uttar
Pradesh comes first in the production of wheat, but in Uttar Pradesh, such
opposition was not seen by the farmers. Now call it a political issue or it is
the wisdom of the farmers, only farmers of Uttar Pradesh can answer this. But

on an average 30 thousand commission agents, 3 lakh mandi laborers, and about 30
lakh farm laborers will also get employment?
"Farmers
leave the field on the road, and the government skips along." This should not be the case. Now whether
someone is misleading the farmer or the government is unable to explain the
agricultural bill or the government is unable to understand the condition of
the farmer, whatever happens, but there must be some talk.
Although talks have been held several
times between the farmer and the government, it is not taking the name of
the solution. It seems that both sides have fixed their mind and intention
that we will not back down. By the way, now the government has given assurance
in writing on the MSP as well. But still, the opposition to the agricultural
bill continues and for the common people like us, this attitude of the
government and farmers is very heavy. Because directly and indirectly, this
movement is disturbing the general public like sometimes road or train,
sometimes the market and sometimes India shutdown. That is why a common citizen
wants his ration to run in a watery and efficient manner. Find the solution in
every possible way for the farmer who is able to get food grains. Also, pay
attention to what adverse effect this bill will have in the future. In a
democratic country like India, this farmer bill 2020 should be resolved by
public consent and in a constitutional manner.
